Wesley Hauser was a U.S. Army Marine and member of the 82nd Airborne Division, even getting a tattoo of the unit's motto; "Death From Above", as part of a rudimentary military tradition. After serving two tours of duty in the Vietnam War, Wesley gradually became disgruntled with the war and constant bloodshed, and eventually despised the government as a whole, dropping out of military service and became a firm anti-government activist, taking part in anti-war protests shortly after his return to the United States. He was abducted in 1975.
When he was returned along with the other 4400s and placed in quarantine, Wesley was assigned to Barracks 3, where he slept in the same room with TJ Kim, Dante Ferelli and Gary Navarro. Wesley, despite being "six kinds of crazy but had his heart in its right place" quickly made friends with them, primarily with Gary, when telling war stories. This changed while in the rest of the facility, however, as he often tried to convince the quarantine staff to release him, but when refused, Wesley quickly became violent.
Following the 4400's release from quarantine several weeks after their return, Wesley maintained his anti-government views and, after reading a copy of the 4400 Commission Report (a long tome of rules and regulations every 4400 should follow), Wesley was disgusted with the kind of restrictions he would have to face to live a normal life and never checked in with NTAC (this later proved to be a good decision, as he was never given the promicin-inhibitor, unlike the rest of the 4400. This made him and Isabelle Tyler the only ones free of the inhibitor during the crisis that eventually followed).
Wesley went underground to avoid NTAC, and lived a meager existence on the street, fishing through dumpsters for food nearby the docks of Elliot Bay. He remained in contact with his good friend Gary, who often brought him food, money and alcohol to survive. He often indulged in the alcohol and eventually developed a drinking problem to free his mind of his depression from his self-inflicted exile. Wesley, however, had a bipolar disorder, and, combined with his refusal to take medication for it, eventually consumed too much alcohol and died.
Gary found the body of his friend by a dumpster one month before the promicin-inhibitor scandal became public. Gary, after saying a quick prayer, eulogy and goodbye to his friend, proceeded to roll his body into the bay. Wesley's waterlogged corpse was later found and taken to the Seattle morgue.
In The New World, Gary was recruited by NTAC Regional Director Nina Jarvis to work with Agents Tom Baldwin and Diana Skouris and use his telepathic abilities to find the Nova Group, a faction of radical 4400s, stop them from killing Dennis Ryland and to find out what Nova was planning for October 19. However, nobody realised Gary himself was a Nova member (after being manipulated by the NSA to identify and kill 8 4400s who had abilities that could endanger the United States). Gary concocted a plan to use Wesley's name and reputation for being an anti-government activist to convince NTAC that Wesley was a Nova member and he was there only lead to the rest of the group. The plan worked and he lured the agents on a false trail, which was furthur maintained when Nova set up a false address under Wesley's name and laid out the basic signs of an anti-NTAC behaviour (complete with a copy of the 4400 Commission Report marked with the word "LIES!" in black marker and Wesley's name highlighted). The appartment was raided and, after finding the copy and seeing the state of the apartment, further convinced NTAC of Wesley being a Nova member. An unknown Nova member, mimicking his voice to sound like Wesley's, later mocked the agents shortly after the raid over the phone and vowed October 19 would succeed, making the agents send out descriptions of Wesley to local police and government facilities to find him, while Gary continuously planned Ryland's demise
This move, however, undid the scheme as it alerted a morgue attendant who was tending to Wesley's body and prepping it for burial and, recognising his army tattoo, alerted Baldwin and Skouris to Wesley's true fate. After the agents see Wesley's corpse, they realised Gary was an undercover Nova member and successfully stopped him from killing Ryland.
