The Marked are humans from present-day Earth captured and implanted with the life-force of a future-human loyal to the Brutal and Powerful Elite, for the purpose of becoming their agents in the past (as each are powerful, influential, popular, wealthy etc.)

The person is injected with nanites (machines built at the molecular level), encoded with the entity, directly into the cerebrospinal fluid (leaving a distinct impression behind their left earlobe which is the Marked's only physical feature). The nanites replicate and eventually spread enough for the entity to take control.

The Marked, having severed their connection to their Elite superiors, retain communication with eachother, though physically remain on their own, gradually blending into their respective fields to become powerful enough to affect the outcome of the timeline.

[edit] Encounters

The first prominent Marked to appear was Matthew Ross, a political lobbyist with access to Jordan Collier. It is unclear whether Collier hired Ross before or after he was marked. After he was marked, his job was to guide The Marked's ultimate weapon, Isabelle Tyler, into accepting her role as the agent of the 4400's destruction. Isabelle later killed Ross, realizing that he had no control over her. At this time it is assumed that none of the Marked have 4400-like abilities, and have apparently never taken promicin.

Tom Baldwin was later marked and began working with the Director of National Intelligence, Rebecca Parrish. Their goal was to mark Collier and use his ability and his leadership role to bring an end to the movement. The Marked told Isabelle about a "kill-switch" that was implanted in her in prison, in an effort to force her to bring Collier to them. Isabelle resisted, ready to sacrifice herself for the movement, and for her love interest Kyle Baldwin. Parrish then told Isabelle that her father Richard Tyler was in custody and would be killed if she did not obey. The truth of this is unknown, as of the end of season four.

Isabelle, seeing no choice gave in to Parrish' demands. She entered Promise City, and upon capturing Collier, brought him to Parrish' safe house. When the Marked refused to hold up their end of the deal, Isabelle killed Rebecca and her soldiers and freed Jordan and Tom (who had since gained independence), before dying due to the kill-switch.

Collier, using information supplied by Tom, is now using his resources and above-the-law methods to hunt down the remaining 7 members of the Marked, who are powerless to stop the change in the timeline.

The agents are created for the purpose of eventually stopping the 4400 and Promicin Movement and thwart their mission to change the timeline.

[edit] Tom Baldwin

Tom Baldwin became a member of the Marked in One of Us. He was inhabited by the same future agent that inhabited Matthew Ross, and as such had the same job: watching over Isabelle to make sure she did her duty. He was cleansed of the agent in the opening minutes of The Great Leap Forward.

[edit] Wesley Burke

Wesley Burke is a member of the Marked. After arriving in the past, Burke went into politics and soon became Special Advisor to the President of the United States. Curtis Peck was able to use his ability to identify him and Drew Imroth as Marked agents before the Marked paid him off.

[edit] Cardinal Caralble

Caralble is a member of the Marked.

Upon arrival into the past, Caralble joined the Vatican, and quickly ascended to become one of their highest-ranking members, even coming in third in the 2005 Papal elections. Despite his success, he truely despises religion, and complains how hard it is to attend the group's one-time meetings during religious events, such as Easter.

Jordan Collier is a former member of the Marked, who was very briefly inhabited by the future agent that formerly controlled Drew Imroth. He was Marked in Tiny Machines and the agent was presumably removed after The Great Leap Forward.

Drew Imroth is the former CEO of Ubient Software and a former member of The Marked. In Ghost in the Machine, he committed suicide so the future agent controlling him could be implanted into Jordan Collier.

Rebecca Parrish is the former National Intelligence Director and a former member of the Marked. She appeared to be the leader of the group as well. She was killed by Isabelle in The Great Leap Forward.

Matthew Ross is a former member of the Marked who worked as a political lobbyist. His future agent is responsible for creating Isabelle and making sure she fulfilled her duty. He was killed in Graduation Day by Isabelle, and his future agent was later implanted into Tom Baldwin.
