Warren Lytell is an NTAC Agent who first makes his appearance in Trial by Fire, visiting Dennis Ryland. He tells Ryland that he was sent from Washington DC to clean up the mess at NTAC, and that he has the authority to oversee all that is happening with the 4400.

From the start, Lytell makes his presence known in every way possible, and sees fit to be a thorn in everyone's side. Incidents include interviewing Maia privately, and questioning Dr. Mayhew about Kyle. His meddling culminates in him taking Kyle into custody, having been the only person to witness a 4400 abduction. This results in Tom and Diana freeing Kyle and bringing him to Highland Beach. There, Lytell interrupts Tom’s communication with the being from the future by shooting Kyle.
