Todd Barstow is a 4400 child and became a Student at the 4400 Center because he wanted to refine his empathic abilities (which allowed him to sense strong or powerful emotions, and even traumatic memories, through speech). Todd was going through difficulties with his family, as he learned that his parents had another son while he was away; Curtis, who while got along with Todd, neither knew anything about the other and the tension was nearly overwhelming Todd.

Upon hearing that Alana Mareva offered councelling, Todd talked with her about his fears that he may never know his younger brother, and Alana offered to take Todd back to when Curtis was just born so he can learn all about him in the space of a few moments. Todd believed this was some form of time-travel, but upon learning it was simply an illusion to give him peace of mind, Todd refused, as he was content to learning the right way. While talking, Todd had sensed the deep anger and sadness within Alana over the deaths of her husband and son in a car accident. Upon searching through the memories, he learned the name of the drunk driver; Keane Driscoll, and gave it to Alana the next day.

Upon learning that Alana's confrontation with Keane led to him being put in hospital, Todd felt emotionally worse than ever.
