Till We Have Built Jerusalem is the seventh episode of the fourth season.

[edit] Synopsis
When Jordan Collier and his followers seize control of most of Seattle, the government sends a Delta Force of enhanced soldiers to capture Collier dead or alive. Maia knows they have secret orders to assassinate Collier, and persuades NTAC to defend Collier from the Delta Force. In the middle of the battle, Maia leaves her family and joins Collier's followers.

Maia has a vision with a colored image, which she draws using crayons once it is over. She knows that it has something to do with Jordan Collier. She gives the drawing to her mother, who takes it NTAC. Marco finds the image in a government computer, and it turns out to be a toxicity map of Seattle.
Collier makes an announcement that it is time for promicin-positive people to stop running and hiding, they are welcome to join him in "Promise City". Promise City is an abandoned and polluted industrial section of southern Seattle along a riverbank. He says with their abilities they will clean up this blighted area. A female follower of Collier walks into the polluted river and uses her ability to clean the river.
Maia has a vision of soldiers killing Collier, followed by everything going black. Maia sneaks to Promise City to warn Collier, not trusting her mother to inform him. She is caught on camera, and Diana feels the need to go in and get her. Maia asks Collier if he is a "good guy or a bad guy." Collier then has one of his followers go into the polluted river and make the water fresh again. It was videotaped as a publicity move. Maia then tells him about the plot against him.
A team of enhanced soldiers is brought to NTAC, and reveals that they plan to insert into Promise City and kill Collier. Tom is suprised that the enhanced soldier program was still being continued. Tom and Diana decide to tag along without permission.
The soldiers' guns are heated by a positive ability. They are taken prisoner and given the options of joining the movement or losing their ability. All refuse, and Collier removes their abilities. They are then freed, with Isabelle showing them the way out.
The episode concludes with positives moving the beacons to double the area of Promise City. Collier looks to a surveillance camera and waves, knowing he is being watched by NTAC.
