Tess Doerner was a mental patient at Abendson Psychiatric Hospital suffering from advanced schizophrenia and friend of fellow patient Kevin Burkhoff. She was abducted from the hospital by the people from the future, but re-admitted following their return. During her brief stay in the future, designs for a device were implanted into her memory, and using her ability of mind control, she compelled all those around her, including the hospital patients, staff, neighbours and even a team of NTAC agents to build the device, believing that it would be a communication terminal with the people in the future, where they would summon Tess back as she claimed that she was sent back "by mistake" and she claimed to have memories of the future. Though these claims were later deemed a delusion caused by her illness, the device was allowed to be finished at Tom Baldwin's insistence, and the pulse from the device cured Kevin of his illness. Tess, however, remained in the hospital in a dejection-fuelled sadness over the future people "lying" to her.
One year later, Tess is taking a new brand of medication that have suppressed the majority of her illness, allowing her left the hospital and move on to become a functional member of society, and secretly refined her power. Tess lent aid to her friend, Kevin, who was researching into developing 4400-abilities in non-4400's. Tess was greatly loyal to Kevin, even forcing Diana Skouris to be injected with promicin despite her personal reluctance, and went with him on the run when NTAC tried to stop them. Tess and Kevin found new life working at a gas station 2 miles away from Newfield, using her ability to attract attention to the local businesses and tourist attractions, and has even struck up a romantic relationship with Kevin. However, Jordan Collier, using Lewis Mesirow's ability of remote viewing, tracked them down and convinced them to join the reformed Nova Group and aid him in stealing Haspelcorp's promicin stores. Tess successfully used her ability to stop security from stopping them, and also convinced fellow Nova member Richard Tyler to stop destroying the promicin stores. Tess went on the run with Jordan and Kevin, while Richard went away on his own, Shawn put into a coma and Devon Moore died of promicin exposure.
Four months after promicin hit the streets, Tess, due to lack of proper medical care and substandard living conditions, began to lapse back into her schizophrenic state and suffer recurring visions of a dead-Devon, who blames her for letting her take the shot, and also sees visions of all the people who died from promicin exposure. Despite Kevin's efforts, Tess was driven to run away, and vanished. She later took over a diner and her schizophrenia went out of control. Kevin was able to find her and called Shawn, who healed her of her schizophrenia. Following this, Tess when to visit her grandniece, and her voice was later used by a P-Positive who could imitate voices to kidnap Kevin. She reappeared in Tiny Machines, helping Shawn recruit both 4400s and P-Positives to break Kevin out of prison. Kevin then told her to go visit her grandniece again, as the Center was no longer safe.
