Sheriff Jim Conrad is the Sheriff of Friday Harbor, Washington. He investigated the recurrance of the Friday Harbor killer and arrested Oliver Knox. He initially resisted NTAC's assistance. He talked to Oliver Knox about his arrow story, and found out it was true.
