Scott Peters is the creator and producer of the 4400.

He said in a DVD interview that the 4400 is loosely based on the events of 9/11. He got the idea after thinking of what everyone would do if a group of people just appeared suddenly out of nowhere. Originally, he was working with Fox on the series, but they decided the show wasn't right for their network. They gave him back the material they had worked on together so he could take it to another network.
