Dennis Ryland was a highly-distinguished government official in Homeland Security, that served the United States of America above and beyond the call of duty. During the twilight of his career, Ryland's superiors assigned him to the HomeSec Branch in Seattle, considered a backwater assignment, as a "pat-on-the-back" for his years of service and ride out his last employment years until retirement. This was not to be.

Ryland oversaw America's tactical nuclear strike against the incoming Ball of Light, to no success, and when all seemed hopeless, the Ball instead began slowing down and prepared to land. With Diana Skouris, one of Ryland's best agents, Ryland found out the Ball was poised to land on Highland Beach and he sent Skouris and a large team of agents to intercept the landing zone. When the Ball landed, it imploded and released the 4400, who Ryland immediately ordered to be detained.

Faced with the mystery around the returnees, Washington D.C.'s officials converted HomeSec Seattle Branch into the National Threat Assessment Command to deal with the returnees, with Ryland as its Regional Director.

While the 4400 were in quarantine, Ryland lobbied for their release, on the grounds that they had no right to hold so many innocent people. When his argument was supported and ultimately the 4400 were released, Ryland formed teams of agents, most especially Skouris and an old friend, Tom Baldwin to investigate the 4400, and generally aided them in their investigations however he could and was briefly being contested for control by an ambitious young NTAC Agent named Warren Lytell.

Ryland was promoted to Deputy Director of NTAC and moved to Washington D.C., recommending Nina Jarvis to take his place. Ryland joined the debate with the other government officials, and gradually became more hostile to the 4400 faced with the possibility of civilians harnessing incredible powers. Eventually, Ryland and six other NTAC leaders formed Operation: Firewall, a program dedicated to controlling the 4400 through a drug called promicin-inhibitor, which was discovered to suppress the 4400's promicin-caused abilities (using reports taken from Max Hudson and Baldwin. Ryland also secretly helped Tom's brainwashed son Kyle Baldwin, kill radical 4400 leader Jordan Collier and set up Roy Marsden to take the fall as a "gift" to his friend Tom.

When the inhibitor started killing 4400's, Ryland returned to take charge (Jarvis being on medical leave due to gunshot wounds. Ryland and Tom initially reconsiled well, but quickly became at odds when Ryland mentioned the issues such as someone killing a man with only his mind,mind-controlling serial killers, the recent terrorist attack on the building, and walking plague carriers, while Tom stook by his belief that the 4400 were meant to change the world for the better. Ultimately their friendship ended when Ryland's actions with the inhibitor were exposed, and Ryland and his conspirators arrested.

Because of the deaths of 28 4400's, Ryland lost a great deal during the inhibitor scandal, as (despite him not being imprisoned) he was formally censured for his part in the crisis and forbidden from serving in any government agency again, he lost his influence in Washington, and his wife Patty divorced him due to the stress she suffered during the trials. Ryland, upon being "shown the door", retired to the private sector and, after weighing the offers from supporters of the inhibitor program, became a executive at Haspel Corporation, with perks such as a 6-figured-paycheck and a corner office.

During NTAC's brief war with the Nova Group, a faction of 4400's that formed in response due to the inhibitor scandal, Ryland (who had suffered two assassination attempts by the Group) was eager to settle the score with one of the Nova members, so he asked his last friends in the NSA to officially contract Haspelcorp with heading the study of 4400's hostile to the government, in particular the Nova Group, with Ryland as the executive in charge of the study, and NSA Agents being lent for field duty. Ryland attempted to reconnect with Tom, but the damage to their friendship was irreversable.

Knowing promicin would never go away, Ryland seeked to limit promicin's usage to the military and government, and created the enhanced soldier program with aid from Isabelle Tyler as his iron fist. This, in the end, failed, as, coupled with Jordan Collier's resurrection and subsequent theft of the stores of promicin he created, Isabelle's rebellion and deaths of his first enhanced soldiers, Ryland was left helpless as the world changed forever.

Following Isabelle's rebellion, Ryland did not return for the fourth season.

  • Ryland is the worst enemy of the 4400.
  • Ryland cannot use computers due to lacking the ability to type (using the "hunt and peck" method when forced to use it) and normally has someone else type for him.
