Roland Lenhoff began his career as a soldier, where he served in the Vietnam War. Roland quickly rose through the ranks, eventually leading a squad of his men into battle against the Viet Cong. While the rest of his squad were disabled and lay injured all around him, Roland defended them all from 100 Viet Cong soldiers single-handedly. For his heroic actions, he was awarded many medals and commodations. When the war was inevitably lost, Roland, despite his own view on their people, grew to learn to work together to better both of their countries and returned to America a war hero. Roland, ambitious for power, used the publicity he recieved to take a wife and propelled himself into the government, eventually becoming an extremely powerful and influential Senator.

When the 4400 returned, Roland was the most firm anti-4400 activist before Dennis Ryland. Roland was responsible for passing the bill forcing all 4400's to register the abilities, but was reputed to have been "just warming up", as he told the press in a statement for the media that, if he had his way, the 4400 would be rounded up and be living behing barbed wire. This, thankfully, never happened.

Following Jordan Collier's distribution of promicin to the world and subsequent series of conflicts, Roland steadily realised the U.S. would lose another war and promicin would never go away. Roland, with the knowledge of his colleagues, went to the 4400 Center to meet Shawn Farrell, where he believed they could begin work with the enemy that effectively defeated them by proposing that he and Shawn help bridge the gap between the 4400's and non-4400's by having Shawn run for Seattle City Council and serve to bridge the gap between the two factions.

When Roland's colleagues heard about where he had been, they attempted to discredit him by saying he had falseified his war record. Roland, however, was able to sort it all out, and was delighted to hear Shawn agree to his proposal. Roland is now working with Shawn on his election campaign, and steadily pushing him to be more against Jordan Collier and his "Promicin-Pushing Radicals".
