Return of the 4400 was a special feature of the season two DVD set. It was essentially part two of Creating the Ball of Light.

Several stories from the first season had to be put on hold. The writers wanted another "tree bending moment" like the first season. Craig Sweeny said he wanted to "tie up the first season." Scott Peters said he wanted to discuss religion, politics, and the role of government in or lives, all going back to 9/11. He also said that Shawn was meant to become a leader of the 4400, which he eventually did. Collier was compared to Donald Trump. The writers knew Campbell would be gone for at least a year, and debated options about what to do with him. They decided to kill him.
