Promise City

Formerly one of the most polluted areas in the United States, Promise City was built on the small area encompassing the Duwamish River Delta, by Jordan Collier and his 100 Promicin Positives followers upon leaving Evanston, for the purpose of building the foundations of a world-wide Utopia.

Upon arrival, the followers began work making the area liveable, using their respective abilities to make the area from a toxic wasteland into a self-sufficient community and new "Garden of Eden".

Promise City is more well-defended than it looks, as it is completely surrounded by thousands upon thousands of Psychic Defense Beacons, which serve to keep "Promicin-Negatives" (average humans) while allowing fellow "Promicin-Positives" to enter and join the community. The townspeople themselves have deadly abilities and are highly-trained in using them, making them an effective super-powered army.

The government initially hoped to bring about Promise City's downfall by sending a team of enhanced soldiers, led by Captain Aquino, to assassinate Jordan Collier and hopefully end the movement. Because of a tip from Maia Skouris, Jordan prepared for their arrival and two of his followers disabled the soldiers and, after Jordan removed their abilities, escorted them out of the city.

Jordan then made sure the government wouldn't attack Promise City again...by expanding his borders to the point the city was nearly doubled in size, and decreeing that for every act of hostility by the government: more territory would be seized for Promise City.

While National Guards erected more secure blockades around the new perimeter, reconstruction of blighted areas inside the zone continued, and the city's population grew as more Promicin Positives and even 4400's themselves broke through the blockades and joined the movement, expanding their numbers to 500.

When Danny Farrell's ability caused a great percentage of Seattle's population, including several NTAC ,medical workers and ploice to become P-Positives while killing many others, Collier and his followers seized all of Seattle, re-naming all of it Promise City and started the healing prosses there for effectively defeated NTAC.
