Pinero was a doctor at NTAC and second-in-command to Max Hudson since he started working for the agency. Pinero served by Hudson's side during the promicin-inhibitor crisis, which he accidently helped cause, and desperately worked to keep the afflicted 4400's from dying. Just as the first seven 4400's died, Hudson was murdered on Dennis Ryland's orders, and Nina Jarvis was confident that Pinero would be just as good a doctor as Hudson was.
