Paul Newbold is a 4400 with the ability to raise or lower body temperature. Paul decided to become a member of the Nova Group following the promicin-inhibitor scandal, as he recognised the 4400 must be protected and be allowed to change the world. He participated in Nova's operation to assassinate Dennis Ryland's conspirators, with him personally killing Assistant Director Simon Brookner by using his ability to cause Brookner's body to rapidly freeze.

When Daniel Armand, Nova's leader, was captured, his name was given up to NTAC, and despite his efforts to escape, was captured and imprisoned in NTAC's prison area with concentrated promicin-inhibitor running through his veins, stopping him from using his ability. Paul remained in prison until the recently-resurrected Jordan Collier used Michael Lawrence to help Paul and every member of Nova escape from NTAC. Paul and the rest of the group are now currently working to distribute promicin to the world.
