Orson Bailey was the co-owner and partner in Kensington & Bailey insurance company and a highly-successful executive and gained a loving wife; Elizabeth on June 11, 1943. All this changed when he was abducted in 1979.

Upon his return along with the rest of the 4400 and subsequent imprisonment in quarantine, Orson stayed up to date on the debate of government officials about what to do with the returnees. Orson was frustrated by this, being surrounded by unfamiliar faces (in particular Maia Rutledge) and lack of cooperation with the officials, and eventually started having stress-induced nosebleeds.

Upon his release from quarantine with the rest of the 4400, Orson took a bus to Seattle and settled into a modest hotel room and planned to get his life back on track, despite feeling out of his depth in the state of the new world. Orson started by tracking down his wife, who was living in a retirement home. Orson was heartbroken to find she had gone senile.

Orson then went back to his old company, now run by his partner's son; Adam Kensington. Despite being a family friend, Adam couldn't give Orson his job back, primarily due to Orson's interest stocks in the company being bought out after being declared dead in 1986 and his wife accepting a settlement, and "times were tight" and had to fire three actuaries and couldn't hire any new staff. Orson, desperate for money, later arrived at Adam's mansion in the middle of the night, and after attempting to peacefully convince Adam to let him in via the radio at the gate, began shouting and rattling the gate. Orson's emotions reached its breaking point, and his ability, telekinesis, manifested and caused tremors in the vicinity and caused many objects to shatter, including Adam's skull, killing him.

Orson was held by the police in connection with Adam's death and after telling them he was a member of the 4400, the police called NTAC, who in turn sent agents Tom Baldwin and Diana Skouris were sent to interrogate Orson. Orson was initially remained relatively calm, but Diana then pressured Orson to his breaking point by reading Adam's last email, which was sent to his attorney about Orson, and detailed how pathetic Orson had become. Orson became increasingly upset, and his ability manifested yet again, causing a nearby coffee pot to break, frightening the agents. Now with the upperhand, Orson sternly told them that, since he had already been held for 12 hours, he insisted they charge him with something, or let him go. With no evidence to tie him to the crime, and other evidence to prove his innocence, Orson was released.

Orson then went to his wife's retirement home, and discovered his wife had passed away due to a brain aneurysm. Orson was terribly upset and his ability manifested again, causing the building to shake and objects to fly around the room, before fleeing the city. Tom and Diana realised Orson's telekinetic powers were out of control and had caused Adam's death, and pursued him, eventually cornering him at his hidden cabin near a lake he had shared with his wife. Orson, knowing he couldn't hide anymore, insisted to the agents that if he was left alone, no one would see him again, but they kept coming. Orson became increasingly agitated, and his power manifested, causing the cabin to begin to collapse and nearly kill Tom with intense telekinetic force (just like what happened to Adam) and Diana was forced to shoot him, but lived.

Orson was then brought to NTAC for treatment and is permanently housed at NTAC Seattle Headquarters, as Orson fell into a deep catatonic-like state because of his deep sadness over losing everything and everyone he ever loved or cared about. Orson remains at NTAC to this day.

His (empty) room was briefly shown in No Exit, when Jordan was looking into the rooms that housed 4400s at NTAC.

Known ripple effects Orson has caused are;

  • The death of Adam Kensington, who was the point-man in a massive fraud conspiracy to de-fraud thousands of company stock-holders, prevented another Enron-like disaster.
  • Upon examining Orson upon his return to NTAC allowed NTAC Doctor Max Hudson to discover promicin, the element that gives 4400's their power.
  • Orson's ability, together with Oliver Knox's, frightened Dennis Ryland and 6 other NTAC commanders into developing the promicin-inhibitor program.
