One of Us is the tenth episode of fourth season. The episode name has a dual meaning, referring to Tom becoming one of the Marked, and to Collier's desire to have everyone take the promicin shot.

Tom and Diana look for Richard, but Tom is distracted by his dreams about the future. Meanwhile, Collier is threatened by Shawn's test that could determine who would die from a promicin shot.

[edit] Plot

Rebecca Parrish, Director of National Intelligence, arrives in town displeased with NTAC's handling of the 4400 and promicin positives. She tells them that the failure to apprehend Richard Tyler and the founding of Promise City undermined NTAC's protection of American citizens.

Kevin Burkhoff tells Shawn that he thinks he knows why some people die after taking promicin. He explains that nine out of ten left-handed people who take the promicin shot survive, and part of the brain, the corpus callosum, is slightly larger in lefties. This increases their chances of accepting promicin, and a CAT scan would reveal if the corpus callosum is large enough. Shawn is initially excited because this would eliminate deaths from promicin, and goes to Promise City to ask Jordan Collier to announce the research to the world and to ask people to postpone taking promicin until Burkhoff's research is complete.

Richard Tyler is at his secret house in Washington. There he has visions of his deceased wife, Lily, and is unsure of whether she is real or not. She has no idea where she has been, and the last thing she can remember is being at the 4400 Center unable to find Isabelle in her crib. Richard eventually explains everything that has happened. Lily is concerned that he vanquished Isabelle's identity, good and bad, by giving her the water from Cora Tomkins. She then starts to fade away, and embraces Richard, before disappearing completely. Richard takes Isabelle back to Cora, who is disgusted by what he has done. Richard had told her that he was going to use the water for an old Army buddy. Cora is able to restore Isabelle's biological age to 20.

Kyle is shown working with Byron Lillibridge, a 4400 with the ability to project illusions. He had been making Richard see Lily, so that he would tell her what he did to Isabelle and find a way to reverse it.

Tom continues his casual romance with Meghan. Tom begins losing his mind. He has weird dreams about becoming one of the Marked and of being in the Future Room using a device to impregnate Lily Tyler, then wakes up, telling Meghan he's fine. However, he later goes to meet with Rebecca Parrish, discussing his new host and his failure with Isabelle. Tom has been taken over by the agent that once controlled Matthew Ross. At NTAC, he then plays a practical joke on Diana and Meghan, with the help of Garrity and Marco, pretending to hypnotize Marco into becoming his slave, in an effort to convince everyone that he's back to normal.

Collier tells Shawn that he doesn't want Burkhoff's research to go forward and will not make an announcement to postpone taking promicin. He wants everyone to take promicin, because as long as the possibility is fifty-fifty, anyone who does not yet have a power has hope that they can gain one via a shot. If one knew the results in advance, it would split the human race in two. People denied abilities would envy those with abilities, making conflict inevitable. Either all P-Negatives would be reduced to an underclass, or all P-Positives would be exterminated.

Instead, he asks for one generation of sacrifice, after which the human race will be fully evolved and there will be no more problems. Collier thus fulfilled Dennis Ryland's predictions in Mommy's Bosses, that the 4400 would kill everyone off and start over with a smaller, more evolved population.

Cassie tells Kyle that he has to call his dad and tell him the whereabouts of Richard and Isabelle. Tom and and Diana go to Cora's house to investigate. Richard attacks Diana with a chair, but Tom, now one of The Marked, shoots him and Cora with tranquilizer darts. Richard Tyler is arrested and incarcerated at NTAC. Cassie and Kyle passionately debates the decision to tell Tom where Isabelle was, and she warns him about Shawn and Kevin's work interfering with the mission. Tom secretly takes Isabelle to his house, where he tells her that she has to take her abilities back, and then she will deliver Collier to him.
