Mitch Baldwin was the husband of Fran Baldwin and father of Tom and Susan, and worked as a police officer.

Mitch was dedicated to his job, and waged a one-man-war on illegal drug dealing, and as such developed a cold, hostile nature to survive while on the job. Unfortunately, Mitch never learned to separate his home and working lives, and as such displayed great hostility towards his children, leading to Tom, who had always been looked down upon for not following in Mitch's footsteps, to have great hostility towards him as well. As the years went by, Mitch eventually realized he was slowly pushing his family away, but couldn't summon the strength to rectify it, so instead turned to drinking, and eventually developed a drinking problem.

Many years later, when Tom had gone into law enforcement and Mitch had retired, Mitch was somewhat bitter when Tom became an FBI Agent, and didn't bother to call to say congradulations as he was being too busy being jealous.

By 1996, Mitch's drinking problem had gone out of control and eventually led to health problems. One such case put Mitch in the hospital on his deathbed. Mitch wanted to make up with Tom before the inevitable, but Tom refused, thinking Mitch didn't want him there and he couldn't stand the sight of Mitch slowly dying, and Mitch died alone.

A Blink-induced hallucination of Mitch visited Tom many years later, and through him, Tom was finally able to make up with Mitch before he faded away.
