Michael Anslet is a 4400 with the ability to absorb massive amounts of information, but can only recall it through paper to keep from going insane due to the sheer wealth of information he gets. Michael became an employee at the 4400 Center, and served as Head of Security Richard Tyler's deputy and became his friend.

After Jordan Collier distributed promicin to the world and created Promise City, Michael was among the 4400's that flocked to his banner and settled in the city. When Richard returned from his travels around the country and asked for permission to enter the city, Michael arranged it for him to enter undetected. When Richard kidnapped his daughter, Isabelle Tyler, for, as yet, unknown reasons, Jordan gave NTAC Agent's Tom Baldwin and Diana Skouris Michael's name and location in the hopes they could track Richard down, as if Richard would ever go to anyone for help, it would be Michael.

Baldwin and Skouris met Michael at his house outside of the city, just as he was working on his indepth autobiography. Michael refused to help Richard because of their friendship, but Tom mentioned that aiding and abetting a fugitive 4400 meant a prison sentence, and they would allow him to go insane due to the information building up in his brain, without something to write it all down on. Michael then reluctantly used his ability to find Richard's hiding place.
