Meghan Doyle is the new Regional Director of NTAC following Nina Jarvis's dismissal and lover of Tom Baldwin.

Meghan's formal education consists of attending and graduating "summa cum laude" from Yale University, having achieved a joint degree in economics and sociology. Meghan then studied at Cambridge University as a Marshall Scholar before returning to the United States and earned and PhD in political science and specialization in conflict negotiation.
Meghan first began her career by accepting a recruitment into a government think tank, where she designed response protocols for natural disasters and terrorist attacks. Meghan was responsible for managing the flow of refugees after a series of hurricanes in Texas, proving herself and expert in the field, and, following the return of the 4400, was integral in writing the 2004 document outlining the government's response to their return.
When Nina Jarvis was dismissed, Rebecca Parrish, the Director of National Intelligence and over-all head of NTAC, recommended Meghan as Jarvis's replacement, an offer Meghan accepted.
[edit] Employment at NTAC
Upon arriving at NTAC Seattle Headquarters, Meghan quickly integrated herself into the agency, putting her personal affects into the manager's office and frequently visiting the Theory Room to discuss theories on current situations (something previous NTAC directors haven't done and she does due to her previous experience working in the think tank).
Meghan was initially welcomed with a certain measure of hostility from her personnel, because she didn't have a single day of law enforcement experience, and most likely charmed NTAC's employers at certain get-togethers that propelled her into the management field, despite excelling in her previous jobs. Because of these harsh views, Meghan quickly bonded with Tom Baldwin, who was open and welcoming to Meghan upon her arrival at NTAC, and Diana Skouris, who shared her affinity for old foreign films. While only having a friendship with Skouris, Meghan quickly bonded with Tom, reciprocating his kindness by providing him with highly-classified information on Isabelle Tyler, in the hopes that she could aid Tom in his search for Alana Mareva. Meghan, at the same time, tought Tom to take more adventurous steps to get to his goals.
Meghan's personal views on the 4400 themselves were in line with the government; that they were a threat. But these changed after seeing Shawn Farrell use his healing abilities to save her beloved father from Huntington's Disease.
Meghan currently leads NTAC, with Tom as her right-hand, in restraining law and order in the chaotic new world Jordan Collier has created following his distribution of promicin to the world, meanwhile her relationship with Tom continued to bloom into something more serious. Eventually, Meghan and Tom succumbed to their feelings for eachother and are having a sexual affair.
When Tom was put under the control of The Marked, a group of humans being controlled by future entities for the purpose of wiping out the 4400, Meghan was desperate enough to save the man she loved that she teamed up with Skouris and Marco Pacella to free him, which eventually succeeded after "questioning" Curtis Peck.
Meghan and the rest of NTAC were left effectively powerless after the chaos caused by Danny Farrell's ability let Jordan Collier seize all of Seattle for Promise City, and the number of Promicin Positives were so large it was impossible to arrest them all. Meghan, while figuring out her next move, discovered that she, herself, was a P-Positive; she turned a pen she was holding into a flower.

Meghan explained to Tom, on her first day, that her primary reason for employment was because the government wanted her to "bring in" Jordan Collier. Meghan has accepted this mission, and is prepared to do whatever it takes, even bending the rules she's supposed to uphold, to bring him in, or face unemployment.
