Matthew Ross was a person from the future loyal to the Brutal and Powerful Elite, who believed they were strong enough to survive the extinction of mankind. Matthew and 9 others were selected by the Elite to become the "Marked", a group of humans under their control through subdermal implants placed inside their brains, and become their agents on present-day Earth, for the purpose of stopping the 4400. Matthew spent many years in the past, becoming a steadily more powerful politican and leader, but remained "behind the scenes" for power mogul Jordan Collier. He was not as evil as Collier originally was, but had the same drive to succeed as Collier did.

After Collier's death, Matthew arrived to help Collier's successor; Shawn Farrell, in running The 4400 Center. While there, he was drawn to Isabelle Tyler, claiming she was the key to unlocking some great truth when confronted by her parents. This intensified when Isabelle rapidly aged, where he revealed that she has a purpose in future events and her fledling relationship with Shawn wouldn't last as they would soon be on opposing sides.

When alerted by his fellow Marked on Collier's resurrection by the opposing faction, Matthew saw this as a threat to Isabelle, and became protective of her whenever she went out on her own. When Isabelle was about to depart to find Daniel Armand and make him reverse the mental illness he inflicted on Shawn, Matthew urged her that Shawn's illness was a good thing, and reminded her of her mission; to eliminate the 4400. Isabelle refuses to listen, thinking she no longer needed his guidance, and uses her ability to cause him to have multiple brain aneurysms and die.

Matthew's true identity was exposed many months later to NTAC by Curtis Peck. In One of Us, it is revealed that the agent from the future who possessed Matthew now possesses Tom Baldwin. This agent was later killed in the beginning minutes of The Great Leap Forward via a polonium injection into Tom's spine.
