Marco Pacella is the head of NTAC's Theory Room, a "brain trust" of office-based agents who use their respective intelligence and talents to help the rest of the agency and solve unsolvable problems. Marco and his team, Brady Wingate and P.J., formed a friendship as time went on.

When the 4400 returned, Marco and the others worked around the clock to solve the big mystery of where they had been and what had happened to them, but due to lack of data, their theories came up short, leaving the agents to muddle through on their own.

One year later, Marco and the team had made progress in their investigations, and had started giving advice to agents whenever something unexplainable happens related to one of the 4400. Marco himself, was personally conducting the investigation into the Ripple Effect started with the 4400's return.

Along the way, Marco's desire to get Diana's attention succeeded and they briefly went out together, but later Diana broke up with him, as she had realized she was playing with his feelings by not taking it more seriously.

After promicin had hit the streets, Marco and the team worked with the agents to investigate Promicin Positives (or as Marco coined "Extra-Crispies"), and help track them down for arrest. The team broke up due to promicin, as P.J. took the shot and was sent to jail, Brady died, and Marco was unwillingly dosed with the substance by Danny Farrell, and discovered he has the ability of teleportation.
