During the second season, Jordan Collier introduced a scheme at the 4400 Center known as the Key Programme which would allow non-4400s to develop 4400-abilities. The venture likely made large amounts of money for the Center and Collier, and some became angry because they would be told that they had acheived "maximum potential" upon running out of money. Collier used the celebrity Chloe to promote both the Center and the programme. The programme continued after Collier's death, when Shawn took over. Ironically, the Center promised people abilities even though most of the 4400 did not have abilities at the time because of the promicin-inhibitor scandal.

Collier wrote a book, 4400 and Counting, in order to gain interest and market the programme. As part of the programme, candidates had to take tests, maintain a special diet, and avoid medications.

The Key programme was heavily criticized by Kevin Burkhoff, as he claimed that a bunch of chanting wasn't going to change anyone's neurochemistry or give them abilities. In response to Burkhoff's criticism, Shawn announced that the Key programme would be scrapped, and invited Burkhoff to cooperate with them in finding a more scientific route.

Although the Key Programme was a scam, it was the first attempt at the 4400's primary mission of generating abilities in the general population.

The Key Programme is a not-very-thinly-veiled parody of the various levels of Scientology - like Scientology, the 4400 Center attracted people with promises of enlightenment, drained their money away, and never delievered what it promised. The naming of Agent Hubbard (the NTAC agent who supplied Collier with classified information that was incorporated into his book) is possibly a reference to L. Ron Hubbard, the founder of Scientology.
