Jean DeLynn Baker is a 4400 who was mentally unbalanced after causing a plague that wiped out the (fictional) town of Granite Pass, Oregon. This was important enough to bring Tom and Diana off the Jordan Collier murder investigation to investigate. She was ready to unleash it on the world, forcing Diana to kill her. She also killed a truck driver she took a ride from. The disease (carried by spores released from sores on her hands) was airborne, disappeared in about half an hour, and even went through biohazard gear. NTAC agents used tear gas on her, causing her to run in fear. While trying to exit the hotel room she was in, she encountered NTAC agents (Agent Falcone & Agent Mortimore), spores were released and they died. These spores or viruses acted on a sub-atomic level, giving a hint at how the science of the 4400 works, and were released whenever she became anxious, angry or scared.
She was returnee 0188. Her ability, out of all the abilities shown in the series, is by far the most lethal.
