Heather Tobey is a 4400 school teacher with a special gift of allowing people to realize their full potential with regard to any special talent they may have. Things go bad when a student of her's named Greg Venner doesn't seem to have any potential for realization. Currently, she works at The 4400 Center teaching children.
Alana took her back to 1972 in a dream world to see Richard Nixon leaving the White House amid the Watergate scandal. In "The Home Front", Heather is connected to Gary Navarro because a call to his safe house was made from her extension at The 4400 Center. However, she had an alibi in that she was teaching a class at the time. In private she tells Tom that Alana had a key to her office. She was arrested, and after being cleared on the charges, she returns to her work for the 4400 center.
She helped Richard Tyler in honing his power of telekinesis, and he used his ability to levitate the chairs they were in.
