Glen and Dean Keating are the brothers of Gayle Keating, a girl murdered through proxy by Oliver Knox in Becoming. They vow to take revenge on The 4400 in Trial by Fire. Using the name and address list released by Barbara Yates, they plant bombs in The 4400s' apartments and vehicles. After an unsuccessful attempt to destroy Arcadia Estates, they are caught by Tom and Diana, and are to be tried as terrorists. Tom read a modified version of Miranda rights to them, telling them that they would tried as "enemy combatants" and did not have the right to remain silent or to have attorneys.
Glen was played by Shane Meier, and Dean was played by Michael Eklund.

The Keatings examplified an extreme version of the fear people felt towards the 4400, and would be the first of many to target and/or harm the 4400.
