Gary Navarro was a promising young baseball player who was looking forward to reaching major-league status until he was abducted.

Upon his return, he soon had to adapt to a brand-new and unfamiliar world, where everyone he loved or cared for, including his previously-younger brother, was now older than he was, his former colleagues were now superstars signing autographs and attending ex-pos, and faced ostracization due to him being a 4400.

Gary persevered, however, and rejoined the minor-league baseball league as a second baseman, and eventually had six scouts from several teams, including the Mariners and Sox, were sent to evaluate his performance for possible employment and appeared to be "The New Jackie Robinson". This was again thwarted at the last minute, as Gary's ability, telepathy, manifested. Gary initially took this in stride, using his power to predict how the pitcher of the opposing baseball teams were going to throw the ball, allowing him to furthur his game. However, his power soon grew out of control, allowing Gary to hear the voices of the team players, his own team, and soon the audience, leaving him unable to play for any length of time without suffering immense headaches and temporary rage outbursts.

Knowing his power was destroying his mind and his career, Gary came to NTAC, pleading for their scientists to somehow find a way to supress or remove his power, where Tom Baldwin and Diana Skouris promised to help him, while Gary developed a bond with Tom due to their similar history in the sport. NTAC's medical staff put Gary on an anti-psychotic medicine; holiparodol, which calmed him down and reduced the amount of voices he could here.

NTAC's superiors, who were curious about Jordan Collier's links to Ian Dravitt, an infamous arms dealer, forced Gary into a deal; treatment for his power at NTAC Medical, in exchange Gary goes into the 4400 Center and discover what Collier is doing. Gary completed his mission, nearly at the expense of his own life when Dravitt discovered he could read his mind, and was able to make it to safety.

However, the NSA, who were alerted anytime a new 4400 ability was registered, forced the government to let them "borrow" Gary for an operation they had planned, involving "no cloak and dagger stuff" but conferences and diplomats, amd Gary was to discover "how they think". Considered to valuable to be kept in NTAC's custody, they "convinced" him to join the agency. Before being escorted out, he accused Tom and Diana of lying to him, and all he wanted to do was play ball.

During his stint in the NSA, Gary was forced by his superiors to go abroad and use his telepathic powers to track down foreign 4400s with potentially dangerous abilities and assess their risk of being recruited by their respective governments against the United States, and "disappear" them if necessary. This led to the deaths of 8 4400s (among them Alessandro Ortiz, Chitra Singh and Ismail Namir).

Gary, by this time, was able to refine his power, selectively screening out a person's thoughts, reading one specific thought while screening out the rest.

When Gary realised how badly the NSA had used him, this provoked him to join the Nova Group, where Gary proceeded to lay a false trail to Wesley Hauser, a friend from quarantine who recently died, while he attempted to assasinate Dennis Ryland after TJ Kim's efforts failed. Gary was captured while attempting to escape, and water-tortured for information on the Nova Group, with the agents finally stopping after revealing Daniel Armand as his contact. When Tom openly protested on Gary's treatment, Ryland arranged for Gary to be transferred to another facility for even more brutal interrogation, but Armand intercepted the transport and freed Gary.

Gary remained underground after fleeing with the rest of the group, but later cut ties with them after becoming disillusioned with their methods after Armand had TJ, who was in custody, assassinated.

When the entire Nova Group was hunted down and captured after Armand gave up their names, Gary was the last member of the group to be tracked down. NTAC agents led by Tom and Diana surrounded Gary's safehouse, but he was tipped off at the last second and successfully escaped before they stormed the house. Gary then goes to meet his tipper at an aquarium, but is captured by Tom and Diana. Tom was initially content with exchanging Gary for the tipper; his wife Alana Mareva, but knowing he had send a man to his death at Ryland's hands, Tom broke Gary out of custody, forcing Ryland to keep quiet about the transaction. Gary and Alana successfully make it to Canada and remain fugitives, and while Alana was allowed to return to help the recently-resurrected Jordan Collier remember who he was, Gary elected to stay in Canada, finally at peace.
