Fear Itself is the second episode of fourth season. The name of this episode steams from both a line in FDR's inaugural speech and an Outer Limits episode based on removing one's fear
[edit] Synopsis
Tom and Diana search for the person behind an ability that makes people's fears come to life. Also, Kyle's new friend, Cassie, leads him to a book that contains a prophecy about Jordan Collier. Shawn's brother, Danny, tells Shawn he wants to take promicin and asks for his help in obtaining a shot. Isabelle has an offer to be transferred in a new facility for people with non-threatening 4400 abilities

Tom and Agent Garrity are sent to investigate afer eight people have been sent to a hospital after showing signs of heightened fears; a claustrophobic woman, a man afraid of clowns. All 8 victims seem to have one thing in common, they used the same ATM at a bank. They interview bank employees and others. Garrity ends up in the hospital as he has become the latest victim. All signs point to a young boy, Brandon Powell, that Garrity was in contact with.
Diana arrives at Tom's house and asks for advice. In the end she decided to rejoin NTAC in hopes of finding her sister whom she was informed received the promicin shot (but it is unknown if she took the shot or not).
Brandon Powell's father injected him with promicin several months ago in hopes he would become normal as he is an autistic child. When his mother finds out the truth, that her husband injected Brandon, she takes Brandon and is driving away when she develops a heightened fear of snakes. She crashes and Brandon walks away. Tom and Diana find Brandon at a Rairload Depot. Tom tranquilizes Brandon and brings him in. Shawn heals Brandon of his autism, but he'll have to go in for monthly shots of the inhibitor, to control his power.
Meghan Doyle is very impressed by Shawn's ability. Later on the episode we see her visiting her sick father in the hospital. The doctor informs her that his condition is critical and the inevitable is close.
Government bureaucrat Jack Delphy offers Isabelle a transfer to a new minimum security facility for people with non-threatening 4400 abilities. First she will have to agree to a blood test to ensure that she can never get her abilities back. The test results show that now she is allergic to promicin and that a shot will kill her. Her transfer should take place within two weeks
Tom visits the Powell museum one more time. Meghan Doyle finds him there and after a little talk, Tom finally decides to move on with his life without Alana.
Danny asks Shawn to find him a promicin shot. Shawn is against that, since his brother is not some guy on the streets with nothing to loose. Kyle, after a talk with Shawn, persuades him to give the shot to Danny, since it's his own decision even if it's for the wrong reasons. Shawn gives the shot to his brother but asks him to wait for a few days
Kyle finds Cassie Dunleavy again and she leads him to a place so he can find all the answers. It is the house of a decendant of the founder of a cult from early 20th century Seattle which predicted the coming of the 4400. He read their book, but was unimpressed. Later on the episode, Kyle finds Cassie on his bed. His father walks in to the room but he can't see her. It turned out that Cassie is his ability.
