Voices Carry was named after a 1985 song by 'Til Tuesday and is a sublte reference to Gary Navarro's telepathy.

[edit] Synopsis
Gary Navarro, a minor league baseball player back after a 30-year absence, finds that hearing everyone's unspoken thoughts is driving him to the edge of madness. When he seeks help from NTAC, the higher-ups are more interested in how he can unearth information about Jordan Collier than how they can assist Garry with getting his life back. As the case occupies the majority of his time, Tom finds himself struggling with his responsibilities as a single father. Meanwhile, Kyle starts to get his life back through the prospect of a new relationship, Diana finds herself dealing with the unexpected arrival of her younger sister April, and as Richard, Lily, and Isabelle continue their life on the run, Richard grows increasingly disturbed by his daughter's apparent abilities.

The scene opens with Gary Navarro, a minor league baseball player, who has the ability to hear other peoples thoughts and discovers that it's ruining his career and driving him insane. Meanwhile Richard, Lily and Isabelle have gone to a motel to stay for a few days. Elsewhere Diana's sister April has arrived for a job in Seattle. She moves in with Diana. At the 4400 Centre Shawn is making a speech while Jordan is meeting Ian Dravitt. At NTAC there are pictures of Collier and Dravitt. Tom and Diana wonder what Collier's meeting with Dravitt could be about. Tom and Diana are then sent to talk to Gary. He wants Tom and Diana to make his ability stop since he has no control over it. He gets put on drugs to surpress his ability.
Kyle has gone to college but isn't eligable since his tuition fee hasn't been payed. Before Gary can be sent to NTAC Medical he has to be a mole to discover what Collier is up to with Dravitt. Gary agress to this. Back at the motel Lily asks an employee for an extra blanket. She gives him $5 for it. While he is getting it the counter opens and Lily steals some money. When Tom returns home he discovers he forgot to mail Kyle's check and Kyle is angry at him. Back at the motel Richard asks Lily how she was able to order Chinese food when they have so little money. Richard is angry at Lily for stealing the money. April takes Maia out for the day gives her a fake tattoo. This causes tension between the sisters.
Gary starts his work as a mole. He meets Jordan and lies about having an ability. Kyle starts his first day at college and insults a teacher by accident mistaking her for a student. Gary gets caught sneaking up on Collier by Dravitt. He talk his way out of it and learns that Dravitt will get $30million for taking over the island of Sao Tome. At the motel Richard is worried because the police arrive but he discovers they were arresting someone else. The next day Gary discovers his medication have been taken away. He decides to stay through. Richard, Lily and Isabelle leave the motel but Richard is worried about Isabelle and her ablitys. April wants to leave after an argument but Maia stops her and by accident reveals her ability.
Gary breaks down during a test and leaves to look for Collier. He then is put at gun point by Dravitt and reveals that he has an ability. Tom and Diana rush into the Centre. They arrest Dravitt, his men and Collier. Richard is attacked by Isabelle after he tells Lily he worried about Isabelle. Collier wanted to buy island in Africa as a 4400 Homeland. Afterward Tom discovers that Gary won't go to NTAC Medical yet since the NSA want to use him. Gary leaves with the NSA and is upset since all he wanted was to play ball.
