The Truth and Nothing But the Truth is the fourth episode of fourth season. The name comes from April Skouris' ability to force people to answer her questions truthfully.

Diana finds her sister, April, whose life is in danger due to promicin. Elsewhere, Shawn considers a run at public office.

April Skouris, dressed in expensive clothes and in a plush Seattle hotel bar, sits alone at the bar counter. Peter Barton, an important employee of Anexxo Corporation, notices her and, finding her attractive, sits on the stool next to her and begins flirting with her, unbeknownst to them they are watched by another man sitting on the stool next to Peter. April talks with Peter, where he eludes her queries about his work until April asks him a direct question, where Peter is compelled to reveal he is going to bribe someone with $300,000 on behalf of his company. This is April's ability; nobody can lie to her. Peter is eventually driven to leave the bar when he realizes what he is saying, and the man watching them; Colin McGrath, who is revealed to be April's boyfriend and illegal business partner. It is revealed they have formed a crime-duo team that when April uses her ability on wealthy individuals with secrets, Colin uses these secrets to blackmail them for a share of their fortunes, funding their expensive lifestyle. They plan to blackmail Peter for a 20% share of the money; amounting to $60000, and then leave for Florida to meet with Colin's brother Jeff, who will use his connections with the criminal underworld to set them up for more truth-telling sessions and additional payoffs. Before leaving for their rooms, April is driven to use her ability on Colin, asking if he truly loves her. Colin answers yes, leaving her happy.

When April arrives in her room, she is met with an unexpected sight; her sister Diana, who has finally tracked her down. April and Diana share a tense reunion moment, where April admits that the reason she took promicin was because she lost Ben to Diana and felt she had nothing left to lose. The argument eventually spreads to April's ability, where April insists it's for the best as she is now living a luxurious lifestyle, has a great apartment and has a man who is deeply in love with her and vice-versa, and insists that they should get on with their lives. With that, Diana leaves.

The next day, Colin leaves to get the money and April waits for him at the bar as per the plan. After a lengthy period of time passes, April eventually gets tired of waiting and goes to find him. April breaks into Peter's room (Peter himself is not there) and find Colin on the floor, dead from a shot to the head. Distraught and frightened, April flees to Diana's apartment and pleads for help. After comforting her, Diana, after lecturing her sister on how she uses her ability and pressuring her for details on whether April could be connected to Colin's death, ultimately decides to provide sanctuary for April by hiding her at a motel for the time-being.

Diana meets with Tom the next day and secretly informs him on April's situation. When Tom pressures Diana for what she is willing to do, she confesses that she isn't sure that she will turn her sister into NTAC or not. At the motel, a man named Larry arrives claiming that he is a friend of Jeff's and is here to bring her to Florida for her own safety. April realizes Laryy is here to to kidnap her after seeing his gun and screams for help, driving him away. Diana, Tom and April then go to find Peter and learned he wasn't in his room when Colin was killed. After becoming reluctant to tell them what the bribe money was for, April uses her ability on him, and he reveals that the bribe was for Alex Lupone, the Director of Advanced Combat Systems for the Pentagon. This was because Anexxo produced a new body armor for the military that had serious design flaws that made it effectively useless, so Donald Mitchel, the head of Anexxo and chairman of its board of directors, sent $300,000 to Lupone to keep him quiet and Peter was to handle the exchange. After revealing Mitchel's location, the three find Mitchel about to set down to a meal in the hotel's restaurant, where he denies Peter's claims. When April uses her ability on him, a shocking secret is revealed; Mitchel wasn't using the money to bribe Lupone, but to pay a team of hired assassins to kill Lupone. Tom orders Mitchel to call of his men, but Lupone is on holiday in the Brazilian jungle and his hitmen are out of contact. Incensed at being helpless to save Lupone, Tom arrests Mitchel and brings him to NTAC.

Because April cannot reveal her ability to NTAC without being arrested, she leaves and plans to flee Seattle. Diana catches her packing and convinces her that her ability has not only mad her life better, but made her a part of something larger than any of them, which includes her niece. April, convinced to help bring Colin's murderer to justice, willingly goes to NTAC, revealing her ability to Meghan Doyle, and helps Mitchel's interrogation, which is floundering without April's assistance. April not only gets Mitchel's signed confession of his actions in Lupone's assassination, but also gleans many other dark secrets from his many years as head of Anexxo. Though Mitchel's lawyer is able to write many of the crime's off on a variety of reasons, several ones; including the assassination of Lupone, stick and Mitchel is sent to prison. Though it seems April is about to be arrested for taking promicin, she happily reveals to Diana she is now a government employee for a variety of agencies, who are now fighting over who gets to have her. She will serve in interrogations and glean the truth from suspects, meanwhile she gets a lavish apartment, a large salary and 24-hour bodyguard protection. April and Diana, who cautions her about the things she may do when using her ability for the government, are now at peace. Although the relationship between Diana and April is good, Diana's relationship is strained when Diana reveals her wish to stay in Seattle. Ben accepts this, but makes her realize that they will have to see each other less due to his own job back in Spain.

Meanwhile, Shawn is hard at work at the 4400 Center when he gets a surprise visit from Senator Roland Lenhoff, a firm anti-4400 activist and the man responsible for the bill forcing all 4400's to register the ability. Lenhoff reveals that the government is gradually realizing the promicin phenomenon cannot be stopped and, despite his own beliefs, is willing to work with the enemy that has effectively defeated them, something he has done before during his extensive and dangerous tour of duty in Vietnam, where he was faced with working with the Viet Cong after the surrender, and eventually learned to accept it. Lenhoff proposes that he and Shawn help bridge the gap between the 4400's and non-4400's by having Shawn run for City Council and serve on the middle path between the two factions. Shawn is initially reluctant, but Kyle believes it could do a lot of good and convinces him to do it. Shawn meets Lenhoff again, who reveals that his first step is to publicly announce that he is firmly against Jordan Collier's distribution of promicin and declare him to be "the enemy". Shawn agrees and on an interview for national television, he announces his candidacy and his opinions on Jordan Collier, how he admits he agrees promicin should be given to the world, but the risk at the moment is too great and Collier it wrong to give out promicin so soon, saying Collier should have waited and, for costing so many people their lives, Collier is evil. Kyle meets Shawn after the interview, enraged at Shawn's declaration of Collier's plan to be evil, and declares him to be a traitor to his own kind.

Meghan approaches Tom, saying NTAC is curious about how Shawn woke up from his coma. Tom asks Kyle if he did it, but he denies it. Tom is still suspicious and, after gaining a hair sample from a brush in Kyle's bedroom, gives them to Marco for analyzing, after making Marco promise not to tell anyone the tests are being done and the name of the subject being anonymous. Marco later reveals the results; it is positive for promicin. Tom realizes Kyle has an ability.

Meanwhile, Kyle is hiding Isabelle at an abandoned house where he spent his childhood summers while the manhunt for her continues. They discuss their future, where Isabelle is dispondant over that she can cause nothing but pain and misery and is evil, but Kyle convinces her that Isabelle's part in changing the future can also be good. Kyle shows her the White Light manuscript, saying that its contents all relate to current events and believes that it was all meant to be, and asks for Isabelle's help in decoding the encrypted section. Even though her abilities are gone, she remembers all the knowledge she absorbed in that period of time, and soon decrypts part of the script;

  • When the chosen have taken the elixir and proved their faith in the messiah, then all will follow in their wake. Only then will the father reveal his true face, and paradise and the world will be as one.

Isabelle also decrypts a list of 200 individuals in important areas of society, which all have to take promicin if the "Father", apparently God, is to appear on Earth. The last name on the list is Tom Baldwin.
