Richard surprises Isabelle when he shows up in Promise City, but the happy reunion takes a turn when Richard kidnaps her in hopes to start a new life with his daughter. Meanwhile, Tess, her schizophrenia out of control, uses her ability to take control of people at a diner, forcing Kevin to call Shawn for help. - 4400 Newsletter - Issue 20 August 2007

Isabelle and Kyle are walking through the garden in Promise City. Isabelle likes to pick fruit because it makes her feel like she's contributing to the cause. Someone telepathically takes a fruit from her hand, and it turns out to be her father, Richard Tyler. He had been ever since the events of Fifty-Fifty.
Richard explains that he feels bad for not being strong enough to keep people from using Isabelle for their own agendas. He says that Isabelle was not ready to make the decisions she was supposed to.
Collier invites Richard to become a beauracrate in Promise City both because of his ability and because of his leadership skills. Collier wants every who is promicin positive to live in the city.
Kyle decides to go on a rescue mission for Isabelle, against Collier's advice.
Richard uses his ability to keep Isabelle and Kyle trapped in his house. Kyle is forced to the ceiling. Tom tells Kyle to escape back to Promise City.
Isabelle drinks the rest of the bottle, and overnight becomes a three year old toddler.
