Mr. Donovan is a 4400 returnee. His last name (but not first name) was mentioned by Tom Baldwin in episode two of season three, "Being Tom Baldwin." No further information is known about him, except he had gotten assistance from the 4400 Center and Jordan Collier with paying a house note. He tells Tom Baldwin he is enjoying his new home.
