Devon Moore was a young woman who worked at Jordan Collier's newly-established 4400 center as the Center's receptionist and Jordan's personal assistant, sometimes living at her mother's house during personal problems (her father had since died).
Devon quickly made many friends as the Center, including Collier's protege and legendary 4400 Healer, Shawn Farrell, and became a firm believer in Jordan's teachings. Jordan, himself, became attached to Devon, and eventually seduced her and began a sexual affair with her. When Jordan cast his relationship with Devon aside in favour of seducing the more-sexier Chloe Granger for better public relations with the general population, Devon was devastated and attempted suicide by drug-overdose, but was saved and sent to hospital. While recuperating at her mothers house, Devon explained to Shawn, who had come to lend emotional support, her feelings about how she is a "true student" of Jordan and considered it an honour that Jordan shared his "heart full of love" with her during their sexual encounters, and his "pet-superstar" didn't deserve it and steadily revealed Jordan's dark side to Shawn.
Devon decided to work in visitor relations and recruitment after returning to work, and this helped her recover from the sadness of Jordan's assassination by Kyle Baldwin. When Jordan was resurrected, Devon left her post to become the first human to inject Jordan's ill-gotten promicin (from Isabelle Tyler's blood, shooting a promotional video of herself, explaining the details of the giveaway and the 50% mortality rate, and injected herself.
Unfortunately, Devon was among the 50% that was unable to handle promicin and suddenly convulsed and bled uncontrollably due to a brain aneurysms. Kevin Burkhoff and Tess Doerner, who were working with Devon and Jordan in their Promicin Distribution Plan, immediately summoned Shawn to heal Devon, but in the end healing couldn't work due to the biological chaos her body was in and Devon died.
Tess, who had promised Devon shortly before her horrific demise she would survive, felt guilty over her dying four months later, along with the other thousands of people who had died from promicin exposure, and suffered hallucinations of a dead-Devon silently blaming her.
