Daniel Armand is a 4400. Following the promicin-inhibitor scandal, in which several high-ranking government officials illegally used a special serum to block their abilities, leading to the deaths of 28 4400's, Daniel approached Shawn Farrell about establishing an armed defense for the 4400 in case the government openly attacked them. Shawn agreed with this, and gave Armand enough money to form an extremist group of powerful 4400's to use their abilities against the enemies of the 4400, naming themselves the Nova Group, with Daniel as their leader.

The first act of the group was to assassinate Dennis Ryland, the mastermind of the promicin-inhibitor scandal, and his 6 co-conspirators. Though the other assassinations were successful, Ryland survived and one member, Gary Navarro, was captured and another, TJ Kim, was shot during their attempts to escape after failing to assasinate Ryland. Daniel, however, solved the problems by breaking Gary out of custody during his transfer to another prison, and convinced Shawn to heal an ailing TJ, though was disturbed by his agitation over their terrorist activites, despite his assurances that it was the right thing. Needing furthur payments to become a fully-underground resistance network when Nova collectively agreed to go underground to escape arrest, Daniel arranged to meet Shawn for another transaction. Daniel suspected a sting, however, and instead asked TJ Kim to pick up the money. He was correct in his assessment, as Farrell had decided to cut ties with the group and organized a sting to capture Daniel, leading to TJ's capture by NTAC. Daniel lated called Shawn, officially breaking ties with him, and saying he had commited unforgivable treason against the group and that Shawn was a marked man by their rapidly-expanding organization. Daniel also sealed the security breach of Nova by sending Boyd Gelder, a low-ranking Nova member with the ability to change his physical form to whomever he wants, to assasinate TJ (though Boyd was captured shortly afterwards, but couldn't surrender any secrets because he wasn't told any).

Wanting an ally at The 4400 Center, Daniel called Richard Tyler, wanting to negotiate a peaceful settlement between their respective parties, and threatened that if he didn't co-operate, Farrell "wouldn't have a future". Richard in the end refused, and when Daniel found out, he used his ability, to cause mental illnesses via a limited form of telepathy, to cause Farrell to go insane. This proced to be a fatal mistake, as Shawn's lover, Isabelle Tyler, was spurned to hunt Daniel down, murdering several Nova members along the way. Daniel was forced to un-do the damage he had caused Shawn, making him better, but then Isabelle, despite Shawn's protests for mercy, turned Daniel's ability on himself, making him go permanently insane. Daniel was then taken into custody by NTAC, and was lucid enough to give up the names of the rest of the Nova members, leading NTAC to hunt down and capture the entire group.

When Nova was reformed several months later, Daniel was left in custody due to his condition, and was succeeded as leader by the recently-resurrected Jordan Collier.
