Cora Tomkins is a 4400 with the ability to create a liquid agent that, when ingested, could manipulate the aging process, making a person younger or older (dependant on Cora's wish) in a matter of days. Cora, unlike the rest of the 4400, believes her, and every other, 4400 ability to be gifts from God, and they must be treated with respect.

While Richard Tyler was on the run during promicin's distribution by Jordan Collier, Richard, who met and befriended Cora while in quarantine, reunited, and after hearing about Cora's amazing ability, convinced her to give her a cannister of water filled with the agent, so he could make an old Korean War Army buddy young again.

Cora was shocked and disappointed when Richard confessed he had really used the water to de-age his daughter; Isabelle Tyler. Richard brought Isabelle to Cora and begged her to reverse it. Cora, seeing the desperation in his eyes, said he would see what she could do. Cora was later able to successfully restore Isabelle to normal.

When NTAC Agents Tom Baldwin and Diana Skouris raided Cora's home in search of the Tylers, Cora was tranquilised with two darts to the chest by Baldwin. Whether she was arrested or simply disabled temporarily is unknown.
