Claudio Borghi is a Mexican 4400 and a tobacco farmer. One year after his return, Claudio discovered he has an ability; whenever he is in physical contact with someone; they experience a possible version of their personal futures. Though the ability did not work on himself, he used his ability for the good of others, as their visions were entirely accurate and "most enlightening". The cigars he made from the tobacco he grew were in physical contact with Claudio, so when smoked, it allowed the person to see his future.

Like every other member of the 4400, Claudio was invited to the wedding of Shawn Farrell and Isabelle Tyler, being held at the 4400 Center. Claudio felt honored by being allowed to attend, and, during a meeting with Shawn four days before his wedding, he presented him with one of his prized cigars.

Shawn did indeed smoke the cigar, and discovered some ground-breaking details about the Catastrophe, the disaster that was supposed to bring about the downfall of mankind and the ultimate reason behind the 4400's abduction; Richard Tyler, Isabelle's father, somehow turns the 4400 into his personal super-powered army and, faced with the threat of the newly-created enhanced soldiers, launched an attack on the government, starting a global war that turned the Earth into a warzone. Tom Baldwin, Shawn's beloved uncle, was among the millions of casualties and, despite his attempts to heal him with his ability, Tom died. Saddened by his death, Shawn tracked down and killed Richard.
