Christopher Luth was a high-ranking member of NTAC with the title of Assistant Director.
Faced with the growing power of the 4400's and, after reading Dennis Ryland's reports on Orson Bailey and Oliver Knox, Luth and 5 other NTAC officials were convinced to join together under Ryland's command and form the Operation: Firewall program, designed on controlling the 4400 through the newly-developed promicin-inhibitor, which was used to supress the majority of the population's powers.
When the inhibitor scandal was made public after 28 4400's died due to the inhibitor's side-effects, Luth was put on trial, but was soon released when Ryland accepted full responsibility and said Luth and the other officials were following his direct orders. When TJ Kim made an attempt on Ryland's life, NTAC offered sanctuary to protect Luth and the others until TJ and her co-conspirators could be found, but Luth was convinced TJ was acting alone and he, along with the other members of the program, refused and went on with their lives.
Luth was assassinated by the Nova Group sometime later.
