The Brutal and Powerful Elite are the faction which reside in the world's last city in the unaltered timeline. This faction wishes that the timeline would remain unchanged, and created Isabelle to keep the 4400 from altering it. The Brutal and Powerful Elite are the enemies of the People from the Future faction responsible for the 4400.

In addition to Isabelle, Matthew Ross is an agent of this faction working in the present. According to phone conversations in the New World, there are also other people helping him. The Marked is a group of ten agents working on behalf of the Brutal and Powerful Elite in the present to stop the 4400.
