Brian Moore is the ex-husband of Lily and father of Heidi Moore. He was preparing to take the BAR exam in 1993 when Lily was abducted, and passed it in 1993 or 1994. He was unsympathetic to Lily when she returned, not picking her up from quarantine, and even getting a restraining order against her. He also had Lily arrested when she was spying on them, but dropped the charges after talking to Richard. He later regreted this, saying that he had lost sleep over it. Their daughter Heidi was six months old when Lily was abducted.

Brain would later help Lily by helping get Richard out of jail. He helped Lily and Richard while the 4400 were hiding from NTAC when the promicin inhibitor sickened 4400s. He brought supplies to Lily while she was hiding in a safehouse, and later returned her to a safehouse where Richard and other 4400s were hiding.

He is unrelated to Devon Moore
