Arcadia Estates

Arcadia Estates was a large enclosed community of pristine-looking houses built by Jordan Collier in an area of real estate he had purchased for the purpose of providing sanctuary for members of The 4400. The first residents of the communiter were Richard Tyler and Lily Moore. Arcadia was meant to be the first in a large series of estates built for usage by the 4400, which would exist across America. Arcadia itself possessed 30 houses, including a central mansion for Collier, a doctor's office, and a secure security perimeter of armed guards, watch towers and wired fences, all for the 4400's protection.

One year later, Collier decided to abandon construction of the other estates and close Arcadia in favor of creating the 4400 Centres.
