Alex Lupone is Director of Advanced Combat Systems for the Pentagon. Annexo Corporation created a new type of body armor, which he claimed was better than any other models produced by rival companies. However, the body armor had several severe design flaws that made it effectively useless, though kept it secret. Since Lupone was going to expose Annexo and call off the deal. The company's chairman of the board of directors, Donald Mitchel, hired a team of assassins for $300,000 to kill Lupone while he was on holiday in the Brazilian jungle. When Mitchel's plan was discovered, NTAC Agent Tom Baldwin demanded that Mitchel called off his men, but they were already in Brazil and out of range of communication.

NTAC Regional Director Meghan Doyle later told Baldwin after Mitchel's arrest that she had alerted the Brazilian authorities on the assassination, and could only hope that the police would reach Lupone first. Lupone's fate is unknown.
