Jed Garrity is an agent at NTAC and direct subordinate of Tom Baldwin (most likely his second-in-command). Garrity is dedicated to his job and country, doing his duties with a fair amount of pleasure, and often provides needed support to the main characters when needed.

Garrity became more and more involved with Baldwin's adventures with the 4400 as time went on, even becoming his partner while Diana Skouris was out of the country, until she returned for personal reasons, which Garrity accepted, and went back to his old partner; Agent Ashmore, and continued aiding in Baldwin and Skouris's adventures.

When Danny Farrell's "promicin-exposure virus" swept through NTAC, killing half of the agents (including Ashmore), Garrity survived and he, along with the surviving department, were left helpless when the infamous Jordan Collier seized control of Seattle and re-named it Promise City.

Garrity, nevertheless, stayed with NTAC despite them being effectively defeated, but while visiting his locker, he suddenly discovered he had developed an ability...Garrity had subconsciously created an energy-clone of himself.

• The character of Garrity was created by the writers to show a pessimistic view of things. If he doesn't have anything negative to say he doesn’t say anything at all. Craig Sweeny shows interest of developing this character in a future episode.
• Garrity's first name wasn't revealed until the beginning of the fourth season, until that point only his rank and surname were revealed (the same as Kavan's character "Major Evan Lorne" in Stargate Atlantis)
