Crowley is an NTAC Agent and subordinate of Tom Baldwin. During TJ Kim's terrorist attack on NTAC Headquarters, Crowley was lucid enough to carry out Tom's orders to arrest Agent Park when, due to the induced rage everyone was experiencing, he shot Nina Jarvis. Crowley survived the carnage and, when Marco Pacella unleashed his counter-signal, Crowley regained his lucidity and returned to duty.
